Team Registration:
The Salvation Army Tustin Ranch Soccer League Rules
1. League Rules and Registration of Teams
1.1 Team Registration and Fees
1.1.1 Each team must register before the start of the league by paying a fee of $450 for the season.
1.1.2 The registration fee can be split among team members at the discretion of the team captain, who is ultimately responsible for ensuring the fee is paid.
1.1.3 Without the registration fee, a team will not be registered.
1.2 Player Registration and Substitutions
1.2.1 Teams can have as many registered players as they like.
1.2.2 Only registered players are allowed to participate in games.
1.2.3 If a new player is brought to a game, they must sign up and pay a $10 cash convenience fee on the day to be registered with the team for the rest of the season.
1.2.4 Substitutions can be made during gameplay similar to ice hockey. The exiting player needs to go through the substitution gate before the entering player goes through the same gate. This will ensure that only 5 players are on the court at one time. Team captains are responsible for managing substitutions. If any team has more than 5 players on the court at one time the entering player will be put into a 1 minute sin-bin and their team will play with 4 people until the minute is up.
1.3 Game Schedule and Punctuality
1.3.1 Each team will play a minimum of 15 games.
1.3.2 Games will be 18 minutes long, consisting of two 9-minute halves.
1.3.3 Each week, there will be 8 games scheduled within a 3-hour period. Games must start on time.
1.3.4 If a team does not have 5 players present at the scheduled start time, they will play with the number of players available, with a minimum of three players allowed to start a game (goal keeper position must be filled and identified at the start of the game).
1.3.5 If a team is late, the game time will start as scheduled. The opposing team will be awarded 1 goal for the late start and an additional 1 goal for every 2 minutes of delay, up to a maximum of 5 goals. After 5 goals, the game will be forfeited.
2. Game Rules and Refereeing Standards
2.1 General Game Rules
2.1.1 There are no back-passes allowed to the goalkeeper. Meaning that a player cannot pass back to their own goalkeeper for them to use their hands or pick up the ball.
2.1.2 Goals cannot be scored directly from kick-ins or goal-kicks.
2.1.3 There is no offside rule.
2.1.4 The goal-keeper area is clearly marked. The goal keeper cannot use their hands outside of the area. If this occurs a penalty to the opposing team will be awarded.
2.1.5 Goalkeeper need to be clearly announced, changes are only preferred to be reserved to at halftime or due to injury.
2.2 Game Operations and Conduct
2.2.1 Teams playing in the first game are responsible for setting up the goals, and teams playing in the last game are responsible for putting the goals away.
2.2.2 Referees’ decisions are final. Obnoxious or rude complaining will result in a caution and a 1-minute sin bin. Repeated offenses by the same player will lead to a 2-minute sin bin, with the duration increasing for further infractions.
2.2.3 Referee calls regarding the ball going out of play or crossing the goal line are final. Referees may consult spectators if visibility is obstructed, but player opinions will not be considered unless self-defeating.
2.2.4 Corners are played; throw-ins are replaced by kick-ins (no goals directly from kick-ins).
2.2.5 Aggressive or unsportsmanlike behavior will result in a foul, which may lead to a free-kick, penalty, or possession change (possession given to the opposing team's goalkeeper). All free-kicks are indirect.
2.3 Conduct and Fairness
2.3.1 Each team may play with one goalkeeper.
2.3.2 Discussions with referees about fairness, bias, or integrity are not permitted. The referee will officiate to the best of their ability, and while human errors may occur, they should be accepted as part of the game.
2.3.3 Handball Rule: A handball will be called if the hand is in an unnatural position or deliberately placed to block the ball. However, consideration will be given to distance and the natural positioning of the hand. If a handball occurs in a natural position due to close proximity, no foul will be awarded.
2.3.4 No Sliding: Sliding is strictly prohibited, even for playing the ball. This rule is to prevent injuries and maintain a safe playing environment.
2.3.5 Penalties: Instead of a traditional penalty shot from a short distance, penalties will consist of a 1-on-1 take-on with the goalkeeper. The player has a 10-second cap to score. This format aims to reduce injuries caused by close-range shots.
Awards will be given for the best team and top goal scorer of the league. Other awards may be given and decided at a later date.
